In its customs policy Germany sought to limit by high import duties the import of grain from Russia and at the same time ensure the free access for German industrial goods to the Russian market. Deep contradictions existed between Russia and Austria-Hungary in the Balkans. Their main reason was the expansion of the Habsburg Monarchy, supported by Germany, to the neighboring South Slavic lands - Bosnia, Herzegovina and Serbia to assert its dominance in the Balkans.
